ОСОБЛИВОСТІ ПЛАНУВАННЯ В ІННОВАЦІЙНІЙ ДІЯЛЬНОСТІ

Стаття присвячена дослідженню особливостей інноваційної діяльності для вдосконалення процесів планування та державного регулювання інноваційної сфери економіки. Планування інновацій є предметом багатьох наукових досліджень. Попри розвиток теоретичних засад інноваційного менеджменту, питання врахування специфіки інноваційної діяльності у практиці планування інноваційних проєктів, так і в державному регулюванні інноваційної сфери економіки висвітлено в науковій літературі недостатньо.
Мета дослідження – виокремити особливості інноваційної діяльності порівняно зі стандартним бізнесом й проаналізувати специфіку планування інноваційних проєктів. Для досягнення цілей статті було використано загальнонаукові методи дослідження такі як аналіз, синтез і абстрагування.
Планування забезпечує формування цілей та завдань інноваційної діяльності, визначення заходів і ресурсів для їх досягнення. Особливості планування інноваційної діяльності у порівнянні з операційною зумовлені, насамперед, більш високим рівнем ризиків і невизначеності, а також унікальністю інноваційного циклу. На відміну від стандартного бізнесу з його рутинними циклічними процесами, кожен інноваційний проєкт є неповторним. Окрім етапів формування ідеї, дослідження, розробки, тестування і впровадження, сучасна концепція інноваційного циклу охоплює етап комерціалізації, що триває після впровадження до моменту досягнення прийнятного рівня ризиків операційної діяльності. Важливою особливістю інноваційної діяльності є те, що її результативність проявляється у різних формах: виходах, результатах і впливах. Оскільки впливи мають відтермінований характер і можуть нести критичні ризики для суспільства, довкілля, здоров’я людей, тощо вони потребують постійного контролю та мінімізації на всіх етапах інноваційного циклу.
Стандартизованим інструментом вимірювання прогресу інноваційного проєкту є рівні технологічної готовності (TRL), які можна розділити за етапами: ідея (TRL 1). дослідження (TRL 2-3), розробка (TRL 4-6), тестування (TRL 7-8), впровадження (TRL 9). Фундаментальні відмінності між етапами в характері невизначеностей, пріоритетах, потребах у ресурсах зумовлюють необхідність розроблення окремих планів для кожного з них. Особливості інноваційної діяльності вимагають застосування гнучких і адаптивних методів планування, згідно з якими плани слід розробляти поетапно з огляду на досягнуті результати попередніх стадій інноваційного циклу, наявні ресурси, можливості та ринкові перспективи.
Врахування виокремлених особливостей інноваційної діяльності є необхідним як у практиці планування інноваційних проєктів, так і в державному регулюванні інноваційної сфери економіки. Подальша наукова робота буде зосереджена на проблемах оцінювання етичних та екологічних ризиків інноваційних проєктів й удосконалення національного законодавства в сфері інноваційної діяльності.
